Refuse to refund the money back for cancelled ticket by irctc

I SATISH GANGADHAR HUMBI booked the train ticket 23 may 2017 PNR NO 44321504 transaction id 100000849741295 refund status is showing RMB.when i called to irctc they told to send the bank account details at care@irctc.co.in after complaining they given ref no #5990159 and they did not refund the money to my bank account and they are not replying to my mail address please help me and take the necessary action against irctc as soon as possible
