Refund of Booking Amount, I had booked 2 retiring rooms at Satna Station

I had booked 2 retiring rooms at Satna Station for 30 06 2019. But the same were not provided as it was under maintenance - I had to take a seperate room and stay. The Retiring room in charge at the SATNA Station informed me that you will get the refund amount you write to them. On 5th July 2019 I referred the matter to IRCTC in writing - I got a surprising reply that the matter has been referred to the Western Central Railway Head Quarters Jabalpur and after the refund from the Western Central Railway is received by them the refund will be forwarded to me. They did not gave me the time span. Now almost over 75 days have passed and the amount of refund is still not received. IRCTC on referring over phone says it is pending with Western Central Railway Jabalpur authorities - Is this not an internal matter of the IRCTC
I would request you to kindly interfere in the matter and arrange for the refund amount of Rs.540/-.
