Refund not given booked a tatkal ticket and then cancelled

I booked a tatkal ticket and then cancelled it as it was on waiting list.
As per rules i should get my refund back.
But i am being told that my ticket got confirmed before I cancelled my ticket. For that i just want to show a message which i got from irctc which is attached which clearly reads your wl ticket is cancelled.
