Not IRCTC refunded the amount of non booked ticket

I had booked my return online ticket from Puri to Hatia on 4th March 2018 through IRTCT online. But without the a ticket being booked the money 2190/- was deducted two times from my account. I mailed the same incidence to ITCTC and they asked for the scan copy of my Passbook, which I sent them but till date the amount has not being refunded in my account. I had mailed to IRCTC several times and my recent received Ticket ID is100377. I want refund of my money. i.e. 2190 x 2 = 4380
