No refund on cancellation of train

IRCTC Booking Complaint Complaint Date: March 31, 2016
No refund on cancellation of train(12002) on 22/02/2016.
When i came to know train got cancelled, i tried to cancel the ticket but in website it was showing that money will be refunded. Till now no refund. I've even tried contact them(IRCTC) through the phone and e-mail as well, but no response.
I request you to help me in this.
