Request for closure of my ICICI IPRU Wealth Builder II Policy No 20296235

I need your immediate intervention to close the below mentioned policy taken recently, since i need money for my son's education (gone abroad for MS). The Bank is not closing the policy, even though i visited the branch on Oct 15 and Oct 17, 2016 ( within the policy refund period of 15/30 days) and have come out of ICU(Hospital), so running around not possible.

I took a ICICI Policy, named IPRU Wealth Builder II ( Policy Number : 20296235) from ICICI Bank Ltd, Sector-16, Faridabad which i received on Oct 2, 2016 at my residence [ Sanjay Blaggan C/o Prof. K.K.Blaggan, 512/sector-16, Faridabad-121002(Haryana) ] with premium amount =101,000.0 for premium payment term = 5 years.

I feel , there must be some compulsion on bank's part in not closing the policy, but its my money, and there is sudden family requirement.....the bank has to be sensitive to customer's needs.
