Without delivering gas cylinder, message sending already delivered

Gas Agency Complaint Complaint Date: November 15, 2016
My consumer number is T1055. 29th October, 2016 booked for Indane gas cylinder. 10th November, 2016 message came that cylinder already delivered whereas we are not receiving any cylinder. After we are try to contact with dealer over phone and not responding. After that we are trying with toll free number. That is also told that "Wrong number". When and how I get that gas cylinder.
