Refil not delivered after multiple complaint

I booked the refil on 13th June but still the cylinder didn't received. It is repeated every time that cylinder will be delivered after complaint to Indian Oil. Also without delivery they updated thier application that Refil is delivered. How they updated in application that Refil is delivered. Kindly look into the matter.
