LPG not received at time till last 3 minths

its continues 3rd time when the delivery agent refused to deliver the LPG gas to me. If I went to the agency the said, we have no permission to give LPG to the consumer. Always the delivery boy show some different reason to refuse the delivery. Today my LPG silencer has been finished what should I do. Please help
