Lpg booked and paid online but they denied for payment

Sir my self Mamani Mandal consumer of indane gas my consumer no 16157 agency name Sphulinga gas agency Siliguri Darjeeling west bengal.i booked gas on 25th sept 2019 and paid online through UPI app but they denying that I paid already and refused to delivery as prepaid and they asking for money during delivery. Sr till today I lodged 6 complaints at indian oil but no resolution and gas not delivered. Please help me sir i have no way.
