IGL installation not complete

Installation of IGL connection at my address is not complete by Mr. DEEPAK (IGL executive who visited, his phone no is 8287574558). He has installed a shorter pipe for gas connection and has said that he will have to come and change the pipe as it is risky. He is not willing to come now and I dont know where to complain for this
