Has not handed over my legal paper despite taking 5000 in cash

I took insane connection with atharva gas agency sanpada, Navi Mumbai. They took around 5000 cash and said papers cannot be handed over since their system is not working . 2 months have passed I have made several rounds to their office ,still paper not handed.their contact number is defunct nobody picks up the phone .they have been harassing me since last 2 months
