Delivery guy charged rs 40 as delivery charges

I got my refilled gas cylinder along with the bill amt Rs.751 and he charged rs.39 as delivery charges though the cylinder has to be placed on the ground floor of the house. I requested him to take rs.30 for which he said a strict No and returned rs.10. He said delivery charge is 40 poiting to the bill where its mentioned vat as 40. He was so rude too. When we pay tax for every single paisa we earn these people are enjoying their life looting us. It really breaks our heart as gas amt has increased by rs.100 plus his delivery charge rs.40. This has to be stopped. May be rs.39 looks simple for others but I didn't feel so. Its my hard earned money.
