Complaint against R K AGENCIES for Less gas per cylinder

I insisted specifically on weight when the company guy delivered 2 cylinders to me and he said that they r properly weighed ,but both of them weigh around 25kg..they fool us always.. Never believe them.. Can anyone tell me where to actually complain against it to get any fruitful results without much effort
