Cancellation of online booking without reason

In last 3 months Cylinder was booked twice and cancelled by the agency citing system cancellation and rate change.When contacted personally they admitted some system issues and promised to deliver the cylinder next day. But we havenota recvd it. If I try to book a new one it says already booked. Also the agency does not receive any call in any of the four numbers.
