Against leakage of cylinder

Gas Agency Complaint Complaint Date: January 23, 2020
Delivery man delivered the cylinder. Next day I opened the seal there was leakage. I called to delivery man. He said I'll change it by tomorrow. After that 3 times I called but they had not changed my cylinder.
