RTO agent not returning RC and money

Vishal Sonawane 8237924924 RTO agent has took 17000 Rs for Bike transfer in non 2020 but ddnt completed the work and not even returning the original RC and NOC. I have tried calling him 1000 times but he is not suppoorting at all.



Please suggest what action can be taken now
