Over charged me and gave bill with cancelled GSTN number

I called electrocution from just dial he told 3000 approx expenses to change faulty wire. So I asked him to work latter he gave me 28660 bill with 18% GST. Given GSTN number is also not valid.

He came to my house with 3-4 people to do repairing. So I found security issue so paid them. Now want to take action on them. Attached is the bill which they gave me.

    I have faced similar issue with them. They overcharged me saying my wires are burnt. And charged me a bomb.
