Complaint about Reliance Fraud in porting out in BSNL

i have a reliance no 7061677777 which we used till 26/11/2017 but on 28/11/2017 the same was ported out in BSNL by another person.
As we have not given any request to bsnl and also not given our sim to anopther person.Then how it is possible that the no number been posted out.
