Advance Money taken and not complete work for plumbing and granite stone fitting

I had given work contract of Rs 5000/- for plumbing and granite stone fitting to a person named Ashu plumber working in Rajnagar Extn., Ghaziabad in reference of Mittal Sanitary works on dated 03.06.2018. For this purpose I had given him RS 3500/- in advance for purchasing Stone and pipe fittings.He purchased pipe fittings of approx RS 500/- and temporary fitted with assurance to be done fixed after stone fitment.Till date I am chasing him for completion of work but Ashu plumber always tell the story of his busy schedule.Now two days back he refused to do the work and says that advance money was completed in purchasing pipe fittings and it's fitment.During giving contract the breakup was given as below.
Labour charges for plumbing and Granite fitting: RS 1500/-
Stone rate given by him (agreed for actual rate): RS 2500/- including scaling and finihing.
Plumbing Material agreed for actual cost but given by him: RS 1000/-

Now pls tell how to get completed the work with him or return advance money as work is pending since one and half month.
