VAT charged on Service Tax

I had lunch along with my friends as Chutneys Coffee House, inorbit Mall, Hyderabad, Telangana State on 21 Feb 2016. When we received the bill, we observed that, they have charged extra VAT. VAT was calculated on Food amount+ service tax. When we asked this to manager, He said that it is correct. Do whatever you want to do.
