Over charged & GST bill not given complaint against Rajasthani sweet shop

i bought 1 kg sweet from shop( Rajasthani sweet shop) which is in centre of triveni ghat chock.I ask for bill but he denied and gave rough bill when I force to ask GST bill he bring new bill book and charged me extra amount what he charged befor.I Even he does not take card payment only ask for cash.As far as my knowladge his daily sale would be around 1 lakh only cash with giving bill.It means it is all black money.
