Charging of VAT@ 12.5% ON CONFECTIONERY ITEMS IN MARCH 2016

I bought from SACHDEVA CONFECTIONERY, 1, Gandhi Mkt, M. Card Road, New Delhi-110002, Ph. No.23231089, 23211088, VAT TIN:07450139759 on 23 March 2016 two cakes namely (1)B.F.Cake of 500 gms for Rs.240/- and (ii) Pin Cake of 500 gms for Rs.195.56. The bill no. is SC/20568/13-14 dated 23.3.2016 and user name :Tarun. I have been charged for Vat @ 12.5% of Rs.54.45 on the total amount of Rs.435.56.
Is is right to charge VAT on the Confectionery Items on March 2016 with 12.5%.
If not, kindly do the needful.
