Non refund of deposit money

Sir, I have paid 15000 rupees on different dates on refundable condition. When I asked for refund they denied. Now company person miss rakhi regretting for the same. Now I want to file a complaint against them so that I can get my money back. Please help me for the same to get me back as far as possible.
