Garbage not picked up

I am running a cafe on commercial property from where garbage has to be removed on a daily basis. We were paying municipal corporations for garbage collection too but it often happens the garbage is not picked up and we have to face problems like animals thrashing the packet for food or flies and rats gathering. We do not want to throw garbage in any open area or forest nearby. This month garbage was collected 2 times till now after so many calls. The supervisor is not sensitive to the matter despite the vehicle coming and not picking up ours.
