Not working properly

The OPD Pharmacy timeing is from 8.00am to 6.00pm
And there is 3 counter but only 1 counter is open and other two counters Are closed the workers of those two counters are roaming around and if we ask them any thing they just say wait sir wait its 8.45 am and We are still waiting since 1hour and croud are jaming the line.. please kindly do something on this
