Payment deducted but not successful and don't get refund.

I have paid electricity bill as a residence of at Quater of Central University of Punjab, Bathinda on 12th Nov. 2021 with the transection number 102111045495608 and reference number 213163240814. Payment of Rs.1256 has been deducted but it was fail. I till now I dont get any refund. Kindly look into the matter.
