Inflated bills for month of October 2020

Electricity Board Complaint Complaint Date: November 30, 2020
I was out of my flat for the whole month. Came back on 1st November and recieved a bill with 19 Units used in the electricity bill. If no one is using the electricity then the bill should be the minimum amount (ie 130Rs with 0 units). Instead the bill came 210 rs
