High Billing without taken meter reading

AS in corona period no one had come to take the meter reading and the billing was done upon previous year consumption and we had submitted the payment , but in July21 they had given an reading of 1450 watt and had generated an invoice of 9800 which is unacceptable. i would like to know how should i get rid of the issue and where should i need to complaint for the same.
