TATA SKY - Money debited in the name of offer without intimation

My Subscriber ID of TATA SKY 1064468984 Recently I replaced secondary SD box to HD & paid 1000 INR like what ever required for up-gradation later have done temporary suspension but tata sky fellow debited 399 INR for HD Offer without intimation, furthur called several times customer care but the amount been not reversed in my account .really cheating company not bothering problems related to the customers & get margins cutting customer money anytime .
