Product not installed and also not refunding the amount

Hi All, on 22nd Feb, I purchased dishTV connection from compareDTH.com and they told me that product will install with-in 24 hours, but I didn't get any call for installation for 2-3 days. Then I gave call to refund my amount they clearly refused the give the amount back and said they will charge 200 rupee for cancellation and amoint will come within 10 days then I said Ok and after that whenever I called compareDTH , these guys are not picking my call and i sent 2 emails as well but no reply came.
I haven't received my amount back yet.
I want my amount back to my bank account.
