Dead BSNL landline telephone consumer need not to pay the bill

Respected Sir/Ma'am,
I want to ask that, "is there any provision where the consumer need not to pay the bill for telephone if it remains out of service?" My landline telephone has been dead since 4 days. I loged a complaint and it has not been resolved.
