broadband speed is fluctuating

Hi Team,My Phone no is 01274-260324 I have taken plan of 1495 and speed 4MBPS,but in a month,I am getting only few day this speed.Rest of time speed is less than 1Mbps. BSNL team resolve issue for some time and after that I am getting same issue.I have getting this issue from last 6 months.Kindly help me to get permanent solution.
I logged many time complain to BSNL customer care.I have also logged Grievance.id-(HAR/CO/2016/12823),(HAR/CO/2016/13213
).but they closed case without shorting issue.I write many mail to gm_cfa_har@bsnl.co.in,but no reply.
Kindly help me to get refund my bill that charged by BSNL for poor services.
