NON SERVICE ISSUE BUT NO REFUND

Dear concern last year i have pay to bsnl 5838/- rupees for 6 month broadband service as per 4 mbps plan
I HAVE ALREADY TELEPHONE CONNECTION OF BSNL WITH DEPOSIT SECURITIES...
But after installation i get speed only 2 Mbps and i am not happy about my this new connection
Next day i provide application to him please disconnect your connection in no service reason but they ask we will close connection both broadband and PHONE soon. but after till 6 month they will not close my connection and send continue bill as amount above 3000 or more
I complaint much time to all officers and also TDM but every time he all doing misguided me
Now he provide me refund cheque of amount 364 rupees only
JUST BEFORE AT 18-11-15 HE SEND ME LETTER FROM NYAYALAY NATIONAL LOK ADALAT JILA NYAYALAY,FOR DEPOSIT MY BALANCE MONEY BUT I HAVE ALREADY DISCONNECTED REQUESTED WITH DEPOSIT MY MONEY .
I need now from bsnl my security amount plus my broadband amount and also compensation because i just too tired mently
