damaged product and false promise of exchange incase of dissatisfaction after delivery of the dress

I bought a dress from Indian Wedding Dress after seeing the models on instagram . The whatsapp number mentioned is 9409810737 . I asked about the exchange and refund policy . I was told on a whatsapp chat that they exchange the product and they asked me not to worry since it is genuine . Later is received the package and the threads are popping up, the material is old . So i texted them and they are deliberately not responding since a day. I called numerous times yet no response . The adress and phone no mentioned in the shipping details is
BHAVANA EXPORTS 2 , 226 SHIVALIK DABHOLI SURAT , GJ , 395004 ph no : 8690006778 . I paid 1999 and 100 for shipping !
