Overpricing and not providing bill, I wish to lodge a complaint against English Liquor & Wine sh

Dear Sir,

I wish to lodge a complaint against English Liquor & Wine shop seller at main Kasumpti market Shimla near Punjab National Bank Kasumpti. They are charging more than MRP and not even providing bill even on asking for it repeatedly. I bought one wine bottle, Sula Madera, having no MRP on the bottle for which they charged Rs1050 and for a quarter Rum they charged Rs150 having MRP 120. They misbehaved when I asked for the bill as they were not accepting any form of digital payment just cash they accept that's what they said to me and say go and complaint anywhere! Is this not black marketing and it's a regular affair for liquor shops in the region, especially this one. I request to take strong action and also please make billing compulsory for everyone and every item.
I don’t have any document for proof for all this as they don’t provide any sought of bill and no digital payment they accept, just the picture of bottles I bought on 19th of August 2019 I have.

Hope some action will be taken and I will be informed regarding this.
