Lenovo Charged for a in warranty mobile phone

My cell lenovo zuk 2 was in warranty and its touch sensor was not working. Service centre person said its due to water inside belt. They said PCB has to be changed to resolve problem and charges will be applied. I refused to fix it and said give me my phone back. But they took charges for opening my cell and then they returned back my cell. Is it right thing if they charge in this way not even solving problems?
