Complain against irctc MONEY HOLD BY WEBSITE WITHOUT BOOKING

Sir,
I have made ticket booking through irctc in my account number 003701543205.Dated 25/10/16.
Transaction id is 1066395.
My complaint to bank is that.
Bank is saying that money has been trf to irctc and transaction is successful.
IRCTC is saying that money not received,so they are not able to issue ticket.
I have to wait for 7 days to get my money back.
Who will be responsible if seat quota full in that particular train after 7 days.
Who will pay for my other booking expenses which I have already paid to hotels if I will not get confirm ticket.
I Want IRCTC should take the responsibility for failed transaction and arrange money on immediate basis to customers so that ,customer should not suffer when money will stuck between bank and merchant.
