Violation of Customer's instruction not to proceed payment online credit card transaction

5th Feb 2016 Online job offerer website www.nowemployment.in contacted me on telephone asked registration fees for online registration and after few hours asked for documents fees to pay online which I paid through my Axis Bank credit card 4718 6000 0168 0596 Rs 17457/- Said employment offering agent asked for online payment again on 6th Feb 2016 for which I asked for proper clarification and did not paid which resulted no calls from them. 6th Feb2016 Axis Bank was informed not to pay for these transactions to the merchant and bank will be responsible if paid to the party. Bank responded on 8th Feb 2016 to provide FIR copy; Hence FIR copy provided immediately on 8th Feb2016. 12th Feb2016 Bank informed me through email that they have paid to the merchant Rs17457/- and will debit from my account credit card. I informed my disagreement in writing. Though the written instructions had informed to the Axis Bank they refused to follow and paid to the fraudulant merchant against customer's instruction which is not acceptable to me hence not liable to pay Rs 17457/-to the bank. Axis Bank is solely responsible.
