Renewal Charges on Blocked Credit Card

I am a customer of citi bank credit card service. I have citi bank rewards card in my possession. I previosly had another card which I blocked without using it and it does not shows on my online account but recently I have been charged with renewal fees of rupees 1180 on an inactive credit card, which I blocked long ago without using. There was no statement was coming from the bank until the renew charge. Customer care is making false statements. They are saying even if I block my card, the card will remain active. When I asked about the terms and conditions, there was not any kind of proof available. I have attached an image from citi bak website, which shows if I block my card then the account will be closed. Then why my other citi bank card is active?
