levy of hidden petrol surcharge-ICICI Coral card

Concern is reversal of Petrol Surcharge levied on transactions on HPCL outlet for owned use of petrol which you had reversed till Septmebr’15 ,post issuance of CORAL card ICICI BANK had stopped suddenly without proper communication.In july15 i had upgrade my existing ICICI credit card to CORAL by paying joining fees 1000/- and at that time i haD been told that the petrol surcharge will be automatically reversed as one of the key features of CORAL card and same has been reversed till 8th September 2015. But its surprised to see that same was not reversed though the transaction took place on same ICICI BANK card and merchant/location.
