Booking done on 28/1/15 - Not even cash memo generated

I am a consumer for Sai Seva Enterprises, Vasant Kunj. Booking done on 28/1/15, till date cylinder not delivered. Phone not picking up. Visited their office on 14/2/15, but could not enter their office because of huge public there for enquiry. What to do now, as cylinder is empty now? Is any authority to complain?

Very pathetic service.
