Amrapali Princely Estate non delivery of house/flat after full payment

I had booked Unit No. R-504 in Amrapali Princely Estate,noida in May 2010. All the payments regarding the above said Unit have been cleared in 2015 and I have also been issued NOC/No Dues Certificate to take possession of the said Flat. However, to my utter surprise during the visit to the said Flat in the month of March 2016, it was found that the Flat was not complete.
The time to deliver the above said Unit was scheduled in the year 2012-13, I have waited enough to get possession of the Flat. I am financially burdened due to payment of installment towards the home loan availed in this regard. It is surprising that despite clearing all my pending dues on 29.12.2015 and promise made by the builder to hand over the complete Flat in all respect within 60 days, the Flat is still lying incomplete. In this regard I have made efforts to know the status of completion of the said flat vide email and letter sent to M/s. Amrapali Princely Estate but, there has been no response till date. On my subsequent visits in June and July I have found the status to be same and the house was lying incomplete. I had brought these facts also to the notice of authorities of Amrapali Princely Estate through emails (along with pictures of the incomplete flat), and postal mail. There used to be no response from the builder on telephone no. 0120-4055555 and Toll free No. of the company. I have also made efforts to persuade Shri Ambuj Pandey(official dealing) of Amrapali Princely Estate to get the work completed telephonically as well as by sending SMS request. However, my efforts have proved futile.
I therefore, now request your guidance to complete the pending work at the earliest and in getting the possession of the flat to mitigate my financial and mental stress.
I have made all efforts to convenience the builder to complete and handover the flat, however the plea has fallen on deaf ear. This is a fit case of fraud committed by the builder of duping the customers by not complying with the terms & conditions of the agreement and cheating after receiving the full payment.
