OverCharging in China Garden, Sector 29, Gurugram in the name of Service Charge

I would like to raise a compalint about a restaurant in Gurugram called China Garden near Appu Ghar Sector 29, Gurugram Haryana. The restaurant is looting the consumers in the name of a Service Charge (charged @ 10% of the bill amount) and refuses to remove it at any cost. Unfair Business Practices are being followed and the management harasses the customer to pay the same against their will.
Apparently just by writing a statement on the menu, they feel they have the customer's consent to charge extra!!
I would like to highlight that such malpractices should highly be condemned and the restaurants should be fined against the same!!
