Ac train why there is no ticket checker .

We are the coustmer who pay for ac train . But I have been noticing that , 80 % of people doesn't even have ticket , and they sit like it's been reserved for them . After we pay every single month for ac train , we still can't travel easily . There is no tc no police men what kind of service is this . Other charge every one that same local prices .
