Movers and packers stolen my material

I had booked a request with advance payment of 500 for shifting house. Total Estiamated cost for shifting material from 3rd floor of my old house without using lift to new house in 1st floor without using lift and packing. where packing is not been used. and lift used in new premisses to shift to 1st floor and estimate raised after loading the material. where discussion had not been raised before loading the material. i accepted for 1000 extra cost and after completion again eligation started for more value of 2000 to 1000 rupees. when i denied my material is been forcefully taken away from my home and not yet returened. when the same issue is been escallated to shipler, they are telling that vendor who done the work has been removed and please contact him and pay and take the material from vendor location. which i really mean that this is a unfair thing and started negotiating with shipler since 8th august 2016.
