Took away security deposit.

Not returning security deposit after surrendering the gas cylinder.
The person of this agency initially mentioned dthat he would give back 1000 rs deposit while returning the cylinder. However while I called to return my gas cylinder, he refused to take back the cylinder and give the security money back.
I am moving to another new location
If required I could provide the receipt details
