Regarding non reversal of amt 1100 debited from my account on 12 nov 202

On 12 nov 2020 i made a txn of 1100 amt from phone pe and google pe to merchant but due to server issue my txn through phonepe failed and utr no. Generated and also on google pe that particular txn failed and later on after seeing failed txn i left the shop and come back to home then amt debitted from my sbi account on other day i mailed to both phone pe and google pe for particular txn reversal they both told that txn failed from sbi end then sbi should track the amt status and after talking to sbi c care they informed that as it is third party txn they will not help out and advise me to talk to particular app grievances cell and same thing repeatedly occur by playing blame game.plz help me out as my amt rs 1100 block just because of such blame game and not provide me solution
