Product ordered but not delievered

I made a purchase on 14th Feb for flowers to be delivered on 14th Feb. On website it is mentioned that if the slots are available , the delivery will be made, however nobody either taking the calls and no response received for my messages and emails.

I have all the call recordings from the vendor. I made the payment already and received message that the receiver declined instead no attempt ever made. Please intervene and get my money back.

Nobody is taking any pain for my earned money. The executive disconnected my calls and rest of the time the number is busy.
