My coupons for supply of TOI News papers - not being accepted.

I had subscribed for supply of TOI (Eng) News papers and had paid for the same vide my Punjab National Bank Crossed Cheque No. 766875 dated 19th Aug 2014. This payment was released by the Bank to TOI-BCCL on 12 Sep 2014.
I did not receive my vouchers for quite some time and despite my repeated efforts I could not get any satisfactory response from the TOI sources. After considerable time, when I continued writing to TOI, at the address given above - one evening I got the booklet containing some vouchers purporting to ensure supply of my desired Newspapers to me.
However, when I presented my first voucher to my vendor - Mr Santosh - he refused to accept the same on the ground that the Centre Incharge (CI) has directed him not to honour those vouchers. Resultantly, I stopped delivery of my TOI Newspapers.
Now all the vouchers are lying with me and my money (Rs. 795) has also been held up with TOI. My simple request is to advise me as to how I can claim my money back. An early reply is solicited.
